Winslet is Elena Vernham, a dictator reigning precariously over a fictional Central European nation, with the series offering a glimpse within the walls of a deteriorating authoritarian regime. Having secluded herself within her palace for an extended period, Chancellor Vernham becomes increasingly paranoid and unstable. She finds an unlikely confidant in Herbert Zubak, a volatile soldier, but as Zubak's influence over the chancellor grows, her attempts to consolidate her power lead to the fracturing of both the palace and the nation.

The story revolves around the discovery of a young woman's body in the French Alps, hinting at a connection to a mass suicide 30 years prior. The police target Jaro, a loner with a criminal past, but he claims innocence. Teaming up with the eccentric Ida, a computer expert, Jaro seeks to uncover the truth behind the recent murder and the decades-old tragedy.
